Do you have them leashed to just a collar or is there a harness under there? I had my Mar-mar out this weekend, and she HATES her harness, but can pull her collar off in about 2 seconds flat.

Max just has a collar and Owen has a harness. Owen used to wear a collar until he escaped from it one day.
